MONITORING AND VERIFICATION OF PRIORITIZED BENEFICIARIES FOR RETURN AND RECONSTRUCTION PROJECTS IN BOSNIA AND HERZEGOVINA

Organisation that implements this project is the UNION FOR SUSTAINABLE RETURN AND INTEGRATIONS IN BOSNIA AND HEZEGOVINA (UZOPIBIH). Partners in implementation of the project are 98 organzations - members of the Union, organized in five (5) regional centers (Banja Luka, Zvornik, Tuzla,  Mostar and Goražde). The main office of the Union is settled in Sarajevo and it is resposibile for overall coordination and managing project activities, timely reporting and cooperation with key Ministries, and for internal monitoringof the project as well.

PROJECT GOALS:

Overall goal of the project:

  • Contribution to the insurance of the basic preconditions for voluntary and sustainable return of minority returnees, respecting the principles of transparency and equality in prioritization of beneficiaries of return related assistance programmes.

Specific goals:

  • To establish coordination between potential beneficiaries in the process of return (persons that need social assistance) and institutions (local, cantons, entity and state), international organizations with an aim of common acting and rational spending of planned financial menas for sustainable return.

  • Transparency in activity and responsibility of State Commission for refugees and displaced persons, Fund for return, Ministry for human rights and refugees BIH, and entity ministries for refugees and displaced persons;

DIRECT BENEFICIARIES:

  • The project direct beneficiaries are Ministry of Human Rights and Refugees of B&H, local authorities, entity governments, national and entity Institutions of Ombudsman, municipal associations of refugees, IDPs and returnees (members of the UARDP), NGOs dealing with human rights protection, and international donors.   

THE END BENEFICIARIES:

  • The end beneficiaries of the project are IDPs and refugees – potential minority returnees, registered for return and housing reconstruction assistance, who are genuinely interested in return to their pre-war areas of residence, and who fulfill all criteria defined by the Law.

ACTIVITIES:

  • to form five monitoring teams comprised of representatives of local associations and other NGOs;
  • to held trainings and education for revisors
  • Tasks and duties of revisors:
    • to establish cooperation with local authorities through participation in the work of Commissions for selection of beneficiaries for house reconstruction;
    • to organise and lead meetings in local communities with an aim of active access in resolving of sustainable return issues;
    • to inform potential beneficiaries about house reconstruction (data base of Ministry for human rights contains about 40.000 registred "homeless" families, and other citizens that are not in records of this data base and still have status of displaced person;
    • Revisors need to communicate with Unions members (associations, other NGOs, civil society and other istitutions and organizations). They need to observe, control and give feedbacks about all project components (reconstrution of houses, implementation of proprety laws, electrification, employment, health care, education, social protection, safety and demining) in order to resovle issues of sustainable return in more effective way;
    • Project team of the Union with educated Revisors will achieve skills in resolving of sustainable return issues in 144 local communities in BIH with an aim to present interests of the returnees, displaced persons ad refugees to local, entity and state authorities on more effecitive way.
  • Creation of the unique questionnaire ;
  • Verification of the list of prioritized beneficiaries; make necessary changes in the list
  • To complete monitoring and to make report about the process of return and estimation of returnees needs;
  • Creation of two brochure types;
  • Distribution of min. 2.000 brochures;
  • Data base development available to all beneficiaries.
